Homeless shelters in Massachusetts are at capacity. Motels accommodate the overflow. The majority of homeless shelters don’t have the capacity to provide services to address domestic violence. Thus the family’s primary reason for homelessness -- domestic violence -- is not addressed. In most cases the cycle of violence continues.
